We’ll say it again: Methane emissions are falling. And they’ll continue doing so because industry wants to capture as much of the primary component of natural gas as possible, for delivery to consumers.

So that’s the context for EPA’s regulatory initiative. Basically, the agency looked at the energy landscape – one of surging production but also declining emissions – and determined the next step should be more regulation. The resulting new rules could hinder America’s shale energy revolution, one that has helped lower U.S. energy-related carbon emissions 12 percent below 2005 levels, allowing the United States to lead the world in reducing carbon emissions.

A couple of data points from the U.S. Energy Information Administration (EIA) that help illustrate the impact of the natural gas portion of the American energy revolution.

First, EIA reports that wholesale electricity prices at major trading hubs, on a monthly average for on-peak hours, were down 27 percent to 37 percent across the U.S. in 2015 compared to 2014. The reason for the decrease, EIA says, is lower natural gas prices. 

Now, let’s zero in on the increasing affordability of natural gas in electricity generation. Recently, EIA reported that 2015 natural gas spot prices at the national benchmark Henry Hub averaged $2.61 per million Btu (MMBtu), the lowest annual average since 1999. Interestingly, declining prices did not result in lower production, EIA says.

So, the EPA looked at declining methane emissions …

Down 79 percent from hydraulically fractured wells since 2005; down 38 percent from natural gas production overall from 2005 to 2013; and emissions down – while natural gas production soared ... 

... and decided new methane regulations were the thing to do anyway.

Standout findings in a new major field study on methane emissions from natural gas collection and processing facilities across 13 states, led by Colorado State University include a couple of points:

First, of 130 facilities that collect natural gas from production wells, remove impurities and deliver it to inter- and intrastate pipeline networks,  101 had methane loss rates below 1 percent – including 85 of the 114 gathering facilities and all 16 of the processing plants studied. Put another way, methane containment at these facilities is more than 99 percent.

Second, the majority of emissions resulted from abnormalities involving broken or faulty equipment – issues that are relatively easy to address.

This from Judi Greenwald, the Energy Department’s deputy director for climate, environment and efficiency, talking about methane regulation during a panel discussion this week (as reported by Fuel Fix.com):

“We know enough to act. There are uncertainties about methane emissions — and part of the administration’s strategy is to improve our numbers — but we know enough to take some action, and this problem may be easier to solve than many characterize.”

While others talk about methane and problem solving, industry already is significantly lowering methane emissions – even as natural gas production soars, thanks to safe fracking.
